These are waist-length overalls with pockets located slightly lower on the front.
Since they are thought to be from roughly the same period as blouses, it's possible the pockets were placed lower so as not to interfere with a kidney belt worn around the waist, similar to cowboy chaps.
The 1902 Sears catalog featured many pants with this pocket style, also referred to as "pantaloons."
